Tahir Khattak is a licensed Professional Engineer and certified Project Management Professional with more than 17 years of multidisciplinary experience delivering complex infrastructure programs in the transportation, water, defense, education, and building sectors.
He specializes in project controls, scheduling, cost and risk management, delay analysis, and forensic schedule review, providing clients with data-driven, compliance-focused insights throughout the project life cycle. Tahir has successfully supported federal, state, and local agencies—including the U.S. Department of Veterans Affairs (VA), Naval Facilities Engineering Systems Command (NAVFAC), and the U.S. Army Corps of Engineers (USACE)—on projects requiring rigorous documentation, schedule analysis, and audit-ready reporting.

Tahir’s experience includes serving with Contract Watts, Inc. as a Project Controls Specialist, providing scheduling and cost-control support on multiple NAVFAC and USACE projects involving facilities modernization, infrastructure renewal, and base-wide utility improvements.

Currently, through Promac Consulting, Tahir is leading baseline development, monthly schedule updates, and independent schedule reviews for several ongoing projects with the U.S. Department of Veterans Affairs, Naval Facilities Engineering Systems Command, and the U.S. Army Corps of Engineers. 

Transit & Rail Programs (FTA Oversight & Risk Management)

Tahir has provided scheduling, risk, and program-controls leadership for several of the nation’s largest federally funded transit capital programs:
